Roundtable “Conceptual Issues of Language Policy: Legal, Scientific, and Technological Aspects”

Круглий стіл із мовної політики ухвалив рішення про створення національної лінгвістичної інфраструктури

The roundtable on language policy adopted a decision to establish a national linguistic infrastructure

On July 17, 2025, at the premises of the National Academy of Sciences of Ukraine (NAS of Ukraine), an interagency roundtable, “Conceptual Issues of Language Policy: Legal, Scientific, and Technological Aspects,” was held. The event was initiated by the National Commission on State Language Standards jointly with NAS of Ukraine, with the participation of the Ukrainian Lingua-Information Foundation of the NAS of Ukraine (ULIF), the Ministry of Digital Transformation of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Culture and Strategic Communications of Ukraine, the Ministry of Defense of Ukraine, the Ministry of Internal Affairs of Ukraine, the Verkhovna Rada of Ukraine, and the National Center “Junior Academy of Sciences” of Ukraine.

The key outcome was support for the course toward creating a modern system of national linguistic resources and a linguistic infrastructure — the “Virtualized Intellectualized Language-Information Ecosystem ‘All-Ukrainian Linguistic Dialogue’” — to serve the needs of public policy, security, and the development of language technologies.

The purpose of the event was to form a shared vision of the legal, scientific, and technological foundations of state language policy under conditions of full-scale war and Russia’s information and humanitarian aggression, as well as to coordinate practical steps to strengthen the role of the Ukrainian language as a key factor in national security, resilience, and development.

The discussion proceeded within the framework of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language,” the Law of Ukraine “On Law-Making Activity,” and the State Target National-Cultural Program through 2030. In the context of full-scale war and the rapid development of AI (the GPT revolution), participants emphasized the urgency of state support for Ukrainian language technologies.

Based on the results of the roundtable, decisions were adopted regarding priorities and mechanisms for implementing state language policy, including:

  • Creation of a modern national system of linguistic resources and a national linguistic infrastructure — the “Virtualized Intellectualized Language-Information Ecosystem ‘All-Ukrainian Linguistic Dialogue’” — as a principal task of the State Program through 2030.

  • Scientific-organizational management of the Program: a proposal to establish, under the Ministry of Culture and Strategic Communications of Ukraine, a Scientific Coordination Council “All-Ukrainian Linguistic Dialogue.”

  • Updating the structure and financing of the Program: an appeal to the Cabinet of Ministers of Ukraine to allocate a dedicated block of linguistic-technological measures and ensure appropriate funding.

  • Quality of lexicographic works:

    • mandatory inclusion of lexicographic implementations of state language standards in the National Dictionary Base of Ukraine;

    • establishment, under the National Commission on State Language Standards, of a Scientific Coordination Council on the Quality of Lexicographic Works;

    • a proposal to the Ministry of Education and Science of Ukraine to reorganize the Dictionary Commission into a Scientific and Technological Council on Linguistic Resources under the National Commission on State Language Standards.

  • Consolidation of capacity in language technologies: granting intersectoral status to the Ukrainian Linguistic Portal, as well as to the seminar and the scientific council “Information. Language. Intellect.”

  • Infrastructure actions by ULIF of NAS of Ukraine: intensifying the deployment of the networked system “All-Ukrainian Virtual Linguistic Laboratory” as a basic tool of the national linguistic infrastructure.

  • Next steps: preparation of an All-Ukrainian scientific-practical conference (September 2025) focusing on the use of the Ukrainian language in IT/AI systems for security and public administration.

Materials (to be updated):

  • Full text of the Roundtable Resolution (PDF) — to be added to the event page.
